Add items to download basked on SAP net.
Login to Solution Manager system
Run SE37
Enter: /TMWFLOW/MO_UI_BASKET_AUTHORIZ
Press F8
Leave the default values
Press Execute
Select the items in the basket to approve
Click Confirm Download
Items can now be downloaded directly from the download basket on SAP's website
